“Over the past year, we have met with far too many incarcerated and formerly incarcerated people who have shared horrific stories of sexual misconduct by staff in our state prisons,” Sens. Nancy Skinner, D-Berkeley, the caucus chair, and Cecilia Aguiar-Curry, D-Winters (Yolo County), the vice chair, said in a statement.
"No person, no matter what they did to be sentenced to prison, should be forced to endure the crime of rape or sexual assault by prison staff," state Sen. Nancy Skinner (D-Berkeley) and Vice Chair Assembly Majority Leader Cecilia Aguiar-Curry (D-Winters) said in a joint statement.
The bill, authored by Sen. Nancy Skinner (D-Berkeley) is now on Gov. Gavin Newsom's desk. SB 254 would allow news organizations to interview incarcerated people and use video cameras, which is typically not allowed under current policies.
“With the passage of SB 976, the California Legislature has sent a clear message: When social media companies won’t act, it’s our responsibility to protect our kids,” Skinner said in the press release.
Sen. Nancy Skinner, who authored the amendment, hopes the reporting requirements will shame companies and NIL collectives into offering more equitable deals to women’s sports athletes.
