On the Governor's Desk
California's 2019 legislative session wrapped up last Friday, Sept. 13. Below are bills I authored that are now on Gov. Newsom's desk, awaiting his signature or veto.

Here is a summary of bills I authored that are currently on the governor's desk:
SB 42 Getting Home Safe Act: I introduced SB 42 after the tragic death of Jessica St. Louis, who was released from Alameda County jail at 1:30 a.m. with only a BART ticket. SB 42 limits jails from releasing people in the middle of the night, ensuring they have a safe place to wait.
SB 44 Ditch Dirty Diesel: Standard diesel-fueled trucks and buses are a significant source of health-harming air pollution and represent 10% of California's climate-harming greenhouse gas emissions. SB 44 incentivizes the transition to non-polluting trucks and heavy-duty vehicles.
SB 49 Smart Appliances: SB 49 is designed to help California meet it climate goals faster by spurring the transition to "smart appliances" that can take advantage of the renewable energy produced in the state.
SB 234 Keep Kids Close to Home: Family run, home-based childcare is an affordable and accessible childcare option. SB 234 reduces the costs and red tape for home childcare providers statewide. (Gov. Newsom has already signed.)
SB 206 Fair Pay to Play Act: College athletes are the only students prevented from earning income based on their talent. SB 206 breaks that cycle and treats student athletes fairly.
SB 310 Right to be on a Jury: Once someone has served their time and is crime free, California restores voting rights but we still have a lifetime ban on anyone with a prior felony conviction from serving on a jury. SB 310 puts our jury rights on par with our voting rights.
SB 330 Housing Crisis Act: All of our cities have existing zoning rules and general plans that allow more housing than has yet been built. SB 330 gives a green light by speeding up the permit process for housing that already meets local rules. SB 330 also puts a pause on enacting downzoning and contains protections for tenants to prevent displacement.
SB 394 Caregiver Diversion Court: Many children in foster care are there due to a parent's incarceration. SB 394 allows a county to establish a diversion court so that custodial parents could be sent to diversion programs like mental health or substance abuse treatment instead of prison for low-level crimes.
SB 419 Willful Defiance: Stops students from being suspended for low-level offenses called "willful defiance." SB 419 retains a teacher's right to remove a disruptive student from their class, but helps ensure student success by keeping them in school. (Gov. Newsom has already signed.)
