California lawmakers to vote on Newsom's push to scrutinize, penalize oil refiners

State Sen. Nancy Skinner, who wrote Newsom's legislation, noted the bill does not allow the state to act quickly if a price spike happens this year.

"If it's really egregious, our attorney general has the power to act," Skinner said. "What we're trying to do right now is be very smart about how do we protect our consumers for unintended consequences, but also from egregious action by the oil companies."

The measure will head to the Senate Appropriations Committee for consideration Thursday morning. If passed through that committee, it may head to the Senate floor for a vote that same day. If successful, the Assembly may begin considering the measure as soon as Monday.
