But the university isn’t the only player in developing insufficient housing, said Sen. Nancy Skinner, a Democrat from Oakland who is chairperson of the Senate’s committee on the budget and played a leading role in crafting the new law. She noted that the city of Berkeley’s voters passed an ordinance in 1973 that severely restricted the creation of apartments. 

“We have had our local governments not as willing to build the housing that we know that our state needs,” she said.
