Budget Boosts Schools, Homeless Services and a Healthy Reserve
I am pleased to report that our 2018-19 California State Budget was passed on time and makes smart investments in education, homeless housing, safety net services and climate and environmental protection; while also setting aside a healthy reserve to help weather future economic downturns.
Here are some highlights from California's 2018-19 budget:
- $500 million for homeless services and homeless housing: so cities and counties can better respond to those living on our streets.
- A big boost for our public schools: allowing California to achieve its highest-ever per pupil spending on K-12 education.
- Community College, Higher Ed: Community Colleges can expand both enrollment and financial aid, and UC & CSU won't have to raise tuition this Fall.
- Youth program funding: focuses on building opportunity and helping keep kids out of prison.
- Reentry Support Funds: so those formerly incarcerated have a chance to find work and successfully rejoin their communities.
- Early Childhood Care and Education: thousands more kids will benefit from additional childcare & preschool slots.
- Anti-Poverty Efforts: Subsistence grants for those living on state support got an increase and many previously excluded will now be able to access federal food assistance (Cal Fresh). California's Earned Income Tax Credit was also expanded to include low-income young adults and seniors.
- Climate and Environmental Protection: Funds to ditch dirty diesel and help buyers of zero-emission cars were increased, and the grant program that funds climate protection action by local communities was continued.
- Reserves: $16B was added to the Rainy Day Fund, so when the economy slows, cuts to schools and state services won't be as drastic.
As a member of the State Senate Budget Committee, I'm grateful that we were able to make progress on so many areas that are a priority to my constituents and to all Californians. It is an honor to serve you in the California State Senate.
